About Shongshoptok
Shongshoptok is a non-binary-led Bangladeshi LGBTIQ+-mobilizing organization working to advance
the human rights and well-being of low-income, Adibashi, non-binary and vulnerable LGBTIQ+
individuals and activists since 2018. Our core mandate is to empower the most excluded among the
LGBTQI+ community. We organize safe spaces addressing intersectional gaps, build consciousness on
civil and political rights, facilitate safe LGBTIQ+ organizing practices, and provide legal, psychological,
and educational support to the LGBTIQ+ community.

A. ORGANIZE SAFE SPACE
Why We Organize Safe Spaces
LGBTIQ+ people in Bangladesh lack safe spaces often unattainable in a cis-heteronormative,
homophobic, transphobic, and queerphobic social landscape. The anti-LGBTIQ+ environment forced
the community members to experience stigma, harassment and violences leading to psychological
stress and trauma. The grassroots LGBTIQ+ individuals are often excluded from opportunities due to
lack of networks. Shongshoptok, as part of its vision, pioneered some of the largest safe LGBTIQ+
gatherings to provide a space to relieve, express, celebrate and network among all intersections of the
LGBTIQ+ community. These events will create:
Festive environments to reduce the stress due to stigma, harassment, and violence in their daily lives,
Safe spaces to freely express and celebrate LGBTIQ+ identities,
Platforms for all intersections of LGBTIQ+ community to interact, , and foster mutual support
How We Organize
Organizing these events were voluntary initiatives, where teams were formed including core organizers
of Shongshoptok along with a few members. Key activities during the event were performances
including music, dance, recitals, drama, stand up comedy, group performances etc. by the
participants where they could showcase their talents and express their innermost selves in a safe and
non-judgemental space.
Being some of the largest and safest queer get-togethers of the country, these events received huge
responses from LGBTIQ+ individuals all over the country, and a total number of 523 participants
attended in five (05) events.

What We Achieved
Such events reduced the mental stress of LGBTIQ+ individuals patterned due to stigma, harassment,
and violence in their daily lives caused from the ongoing country-wide anti-LGBTIQ+ environment.
These arrangements improved their mental well-being significantly.
Along with that, these gatherings provided safe havens to express, accept, and celebrate LGBTIQ+
identities, an opportunity often lacking in their everyday experiences. Such arrangements contributed
to their motivation on capacity building and skill development. They fostered empathetic, cordial,
non-judgmental relationships, and promoted increased communication among people from different
intersections notably the grassroots and lower-income LGBTIQ+ individuals within the community.
These gatherings contributed to the overall development of the LGBTIQ+ community by facilitating
networking, mobilization and connections among the community members.
What We Look Forward
When started, these were the only yearly get-together event for the Bangladeshi LGBTIQ+ people.
Eventually more organizers came forward to organize such events, both regionally and nation-wide.
Therefore, Shongshoptok decided to utilize their capacity in other inaccessible places where more work
needs to be done such as building capacity of the excluded part of the community (Adivasi, low income,
non-binary), prioritizing mental health and building a mutual support system within the community.
However, Shongshoptok always makes sure to create a safe space while executing their activities,
as well as offering support to the new organizers to make sure a safe venting place is created for the
community members.
B. MUTUAL COUNSELING
Why We Organize Mutual Counseling
After the COVID-19 outbreak and country-wide lockdown situation, LGBTIQ+ individuals suffered added
mental fatigue and post-covid stresses due to familial, societal, and economic factors. Unfortunately,
there was no LGBTIQ+-friendly mental health support available in the country, crucially affecting their
mental health condition particularly for the grassroots.
Recognizing the need for LGBTIQ+ community, Shongshoptok, launched accessible peer-based
mental health counseling sessions, coined Mutual Counseling (MC) prioritizing the grassroots
LGBTIQ+ individuals to offer a supportive environment for their mental healthcare. This initiative will:
How We Organize
Since 2019, sessions have been organized monthly, with a structured approach to address the diverse
needs of participants. To conduct the sessions, we had pre-session preparation where facilitators
described theoretical understanding and the process of MC, significance of mental health, and
strategies for effective listening and counseling.
We also structured the session in several phases where participants began with sharing new
experiences and achievements to create a sense of positivity and joy. Then in the group sessions,
facilitators lead group discussions on prevalent stressors and challenges, such as economic uncertainty,
harassment, and familial rejection. Later, participants engaged in one-on-one peer-counseling
sessions, where they shared their personal struggles and received empathetic support from their peers.
Sessions concluded with a feedback session, allowing participants to reflect on their experiences and
provide input for future sessions.
We have organized a total of 46 MC sessions providing peer-counseling to approximately 700 LGBTIQ+
individuals. We have been organizing MCs with our core fundings since 2019, with recently added
support from our partner CSOs since 2023.

What We Achieved
Community support as participants reported feeling heard, validated, and supported, fostering a sense
of belonging within the LGBTQI+ community, Emotional resilience through peer counseling and
shared experiences, where individuals have developed coping mechanisms to navigate stressors and
traumas, Increased awareness through discussions on topics such as homophobia, harassment, and
economic instability have raised awareness within the community, Positive mental health impact as
participants have reported a reduction in feelings of isolation, anxiety, and depression, indicating the
positive impact on mental well-being.
What We Look Forward
We have plans to expand the MC initiative by offering more counseling services online to create access
for the LGBTIQ+ people outside Dhaka. To equip MC participants to develop peer-counseling skills,
workshops and training sessions will be organized. By teaming up with mental health experts and
LGBTQI+ organizations, Shongshoptok plans to create an inclusive mental healthcare support system
for the LGBTIQ+ individual across the country. This initiative will keep improving through feedback,
adding capacity and expertise prioritizing mental well-being for LGBTIQ+ community.
C. BUILD CAPACITY
Why We Build Capacity
Due to their socio-economic conditions, grassroots, lower-income and Adivasi LGBTIQ+ individuals
experience limited access to opportunities, exclusion from the broader LGBTIQ+ community, and thus
undergo an added amount of vulnerability, discrimination and marginalization.
To address these challenges, Shongshoptok conducts essential capacity building initiatives tailored
specifically to empower the grassroots and Adivasi LGBTIQ+ community members. The goal is to equip
them with the knowledge and skills necessary to assert their rights and advocate for change.
Additionally, these initiatives aim to create a sense of community and solidarity. Through these efforts,
Shongshoptok seeks to foster resilience, promote inclusivity, and empower grassroots LGBTIQ+
individuals to build a stronger and more supportive community.
How We Organize
We are actively engaged in conducting a diverse range of capacity-building training. Sessions have
been conducted both online and in-person, prioritizing grassroots, non-binary and Adivasi LGBTIQ+

What We Achieved
Our participants were empowered with knowledge and confidence in SOGIESC diversity, digital
security, legal rights, and advocacy strategies, crucial for navigating their circumstances effectively. They
have enhanced their safety and well-being by learning to protect themselves online and their access to
legal protections. Moreover, sessions have fostered solidarity and a sense of belonging, particularly vital
for the excluded grassroots and Adivasi LGBTIQ+ individuals. They have also developed leadership skills
and advocacy strategies, enabling them to drive positive change and advocate for policy reforms. By
including Adivasi LGBTIQ+ individuals and addressing intersectionality, these initiatives have ensured
inclusivity and met diverse community needs.
We We Look Forward
We want to continue the capacity-building initiatives for the grassroots and Adivasi LGBTIQ+
community in Bangladesh by expanding its reach to underserved areas, and addressing emerging
needs. We will design and offer specialized training sessions on emerging issues, like safe digital
organizing strategies, developing evidence-based documents, advocacy strategies and many more.
D. RAISE AWARENESS
Why We Raise Awareness
We recognize the critical importance of raising awareness on key issues affecting the LGBTIQ+
community in Bangladesh. Our commitment lies in conducting various initiatives to promote
understanding and advocating for the rights and well-being of LGBTIQ+ individuals. .We conduct
various awareness-raising initiatives focusing on sexual and reproductive health and rights (SRHR),
mental health support, combating gender-based violence, and addressing sextortion (dating
blackmailing) within the LGBTQIA+ community.

What We Achieved
Increased awareness and knowledge among LGBTQIA+ individuals on SRHR, lead to the adoption of
safe sex practices and access to free treatment. LGBTQIA+ individuals benefit from enhanced mental
health resources, reducing the risk of suicide and fostering a stronger sense of community and
belonging. Raised awareness about Gender-Based violence increased recognition of the rights of
transgender and non-binary individuals, fostering a more inclusive society. LGBTQIA+ individuals
enhanced their awareness on the risk of sextortion, strategies for prevention, including free legal
services for victims.
What We Look Forward
We plan to develop toolkits and guidelines on peer-based mental health counseling, sextortion,
gender-based violences, and legal support focusing LGBTIQ+ individuals in Bangladesh to continue our
efforts. We will expand outreach programs, strengthen partnerships with other organizations, and
leverage support to further protect the rights and well-being of LGBTQIA+ individuals.
E. EDUCATION SUPPORT
Why We Organize Education Support
The grassroots LGBTIQ+ individuals experience added vulnerabilities and significant challenges in
accessing higher education due to financial constraints and social stigma. We launched an initiative,
coined Mutual Education Aid (MEA) to address the financial barriers regarding pursuing higher
education faced by lower-income LGBTIQ+ students in Bangladesh.
With the MEA initiatives, we want to:
Provide financial assistance to lower-income LGBTIQ+ students to access higher education
Empower LGBTIQ+ individuals through education, fostering personal growth, social empowerment
Create a supportive network within the LGBTQIA+ community promoting inclusivity and solidarity
Advocate for the rights to education for lower-income LGBTIQ+ students in the society at large
How We Organize MEA
We established the Mutual Education Aid (MEA) initiative in 2022, a collaborative effort led by
Shongshoptok organizers and supported by LGBTIQ+ professionals and activists, and supporters.
We identify economically disadvantaged LGBTIQ+ students through community networks and
outreach efforts. Parallelly, we collect financial contributions from donors through various channels,
including cash donations, bank transfers, and mobile money platforms. We manage and disburse
funds with transparency and accountability to support educational expenses, including university
fees, educational materials, and other essential costs.
We also organize ongoing academic counseling, mental health support, and community
engagement activities to ensure the holistic well-being and success of the LGBTIQ+ students.
What We Achieved
With support from the MEA initiative, two (02) economically disadvantaged LGBTIQ+ students, one
from the Adivasi community, were enrolled in university programs and currently continue their
education for the last one year.
Both the students demonstrated enhanced academic performance, reflected in their grades, CGPA,
and overall educational achievements. They benefited from increased access to academic counseling,
mental health support, and community engagement activities, leading to improved overall well-being
and psychological resilience. The success stories of LGBTIQ+ students supported by the MEA initiative
served as a catalyst for advocacy efforts, raising awareness among and outside the LGBTIQ+
community about the challenges faced by LGBTIQ+ individuals in accessing education.
What We Look Forward
Currently, we are running MEA as a pilot initiative with two (02) grassroots LGBTIQ+ students, one from
the Adivasi LGBTIQ+ community for the next three years. We have plans to expand the scope and reach
of the MEA initiative to support more economically disadvantaged LGBTIQ+ students across
Bangladesh. We want to strengthen community partnerships and collaborations to enhance support
networks and resources for LGBTIQ+ students. We will design and provide academic counseling,
mentorship, and professional development opportunities to empower LGBTIQ+ students and enhance
their academic and career success.
F. KNOWLEDGE MATERIAL
Why We Create Knowledge Materials
Due to the social- cultural context, most of the local knowledge materials on LGBTIQ+ and relevant
issues and topics are kept private for security purposes. They are not often accessible for the grassroots
LGBTIQ+ individuals along with other general members. Additionally, basic educational materials in
local languages are scarce, with the majority available only in English, resulting in a significant language
gap. In response, we launched an initiative to develop educational content in native languages,
primarily focusing on Bangla-speaking LGBTIQ+ audiences, to ensure their access to information.

Through the creation and dissemination of these educational content in native languages, notably
Bangla, we have empowered LGBTIQ+ individuals and the broader community with vital information.
By providing accessible digital resources on platforms like Facebook and Instagram, we have fostered
digital organizing among the LGBTIQ+ community to create understanding. Our efforts to discuss legal
frameworks and address issues like toxic femininity and online safety have further empowered
individuals to navigate societal challenges effectively.
What We Look Forward
We want to explore areas of LGBTIQ+ knowledge that are less accessible to the grassroots LGBTIQ+
community and create content to raise awareness about them. Additionally, we plan to help LGBTIQ+
individuals organize digitally using social media platforms.
G. ADVOCACY EFFORT
1. Contribution to drafting Transgender Persons Rights and Protection Act - 2023
With the professional networks of LGBTIQ+ organizations, organizers of Shongshoptok also made a
direct and significant contribution to drafting the Transgender Persons Rights Protection Act (draft) -
2023 teaming with the responsible stakeholders from the government of Bangladesh, human rights
organization, and community-based organization.
As a part of the team, one core-organizer, with their legal educational background and expertise,
prepared the draft of the Act. With legal expertise on transgender issues, the organizer of
Shongshoptok presented and clarified the social issues, traditional misconception, legal problems and
challenges faced by transgender individuals in Bangladesh to the drafting committee to suggest the
rights need to be reinforced through this act along with a comparative analysis with the existing
Transgender Persons Rights and Protection Acts neighboring countries. In addition, the organizers of
Shongshoptok articulated evidence-based advocacy material and capacitated the drafting committee
with a comprehensive understanding on the diverse categories of transgender identities including
transman, transwoman, non-binary, hijra as well as intersex people in the draft Act.
With these advocacy efforts, Shongshoptok convinced the drafting committee to proceed to include all
diverse categories of transgender identities in the draft Act.
2. Contribution to incorporating transgender topics in the textbook
Leveraging the professional networks with the government through the community-based CSOs,
organizer of Shongshoptok also contributed to integrating transgender topics into the national
textbook. The organizer of Shongshoptok oriented the National Curriculum and Textbook Board (NCTB)
with the context of gender diversity, hijra concept and transgender identity. As a result, NCTB
rearticulated a transgender-themed story, hijra as a cultural identity along with the discussion of
differences between sex and gender identity in the 2023 curriculum.
3. Publishing Solidarity Statements
Statement against the human rights violation of the Palestinian civilians (Click here for link)
Shongshoptok published a solidarity statement for Palestinian civilians to reflect its commitment to
human rights and opposition to violence and oppression.
By denouncing the ongoing aggression and human rights violation in Palestine and calling for an
immediate ceasefire, Shongshoptok aligns itself with the human rights movement and advocates for
the basic human rights of Palestinians. The statement highlights the devastating impact of the conflict
on Palestinian civilians, particularly children, and condemns the media silence and international
support for the serious human rights violations happening in Palestine. Shongshoptok emphasizes the
need for accountability for war crimes and calls for urgent humanitarian assistance to alleviate the
suffering of those affected by the conflict. Additionally, the statement underscores the importance of
recognizing the rights of all people, including queer individuals, and rejects attempts to use LGBTIQ+
rights as a form of propaganda or distraction from human rights abuses.
Overall, this statement demonstrates Shongshoptok’s commitment to justice, equality, and human
dignity for all.
Statement against the discriminatory remarks on transgender community by the UK Prime

Shongshoptok published a statement regarding the discriminatory statement by the UK Prime Minister
on transgender issues, to advocate for the rights and dignity of LGBTIQ+ communities worldwide.
The statement condemns the Prime Minister's dismissive attitude toward transgender individuals and
highlights the historical context of British colonialism in South Asia, which continues to impact gender
and sexually diverse people in the region. By contextualizing the statements by the UK Prime MInister
within the broader legacy of colonial oppression and discrimination, Shongshoptok draws attention to
the ongoing struggles faced by LGBTIQ+ communities in reclaiming their rights and self-determination.
Additionally, the statement expresses solidarity with transgender individuals in the UK and calls for
international support in opposing regressive measures that threaten the rights and dignity of LGBTIQ+
communities globally.
Through its solidarity statement, Shongshoptok contributes to raising awareness and advocating for the
rights of transgender individuals, both in the UK and around the world.
4. Publishing articles critiquing the government actions restricting the work of
human rights defenders

This article published in May, 2023 examines the obstacles confronting LGBTIQ+ activists in Bangladesh
due to stringent digital blasphemy laws. It outlines how these laws constrain freedom of expression,
especially online activism within the LGBTIQ+ community. The piece delves into activists' struggles in
navigating these constraints and emphasizes the criticality of adopting digital security measures.
Moreover, it contextualizes these challenges within the broader socio-political landscape, illustrating the
ramifications of these laws on LGBTIQ+ rights and advocacy efforts in Bangladesh.
In the Shadows of Self-Censorship: The Impact of CyberSecurity Act on Bangladesh’s LGBTQI+

The article, crafted by Shongshoptok in December, 2024, sheds light on the challenges faced by the
LGBTIQ+ community in Bangladesh due to the Cyber Security Act 2023 (CSA). The law has forced
LGBTIQ+ organizations into self-censorship, limiting their online presence and advocacy efforts. The
article discusses how the CSA infringes upon digital human rights, imposes constraints on internet
usage, and leads to fear and censorship within the community. It also highlights the ominous impact of
the law on LGBTIQ+ individuals, including restrictions on advocacy, expression, and identity. Moreover,
the article emphasizes the additional toll the CSA takes on marginalized LGBTIQ+ communities such as
Hijra and Adivasi individuals, who face social, legal, and educational challenges.
Shongshoptok calls for the repeal of laws like the CSA and urges national and international support for
LGBTIQ+ rights in Bangladesh, despite facing obstacles from the government and extremist groups.
5. Contributed to UPR Submission (Third Cycle: 2017 - 2022)
Shongshoptok, in collaboration with Boys of Bangladesh (BoB) and other LGBTIQ+ organizations in
Bangladesh, jointly submitted a report (Click here for the link) to the Universal Periodic Review (UPR) of
Bangladesh (Third Cycle) during the 44th session in April 2023. As a part of the coalition, Shongshoptok
significantly contributed to the report regarding serious oppression and human rights violations
against the LGBTIQ+ community in Bangladesh.
The report highlights the existence of Section 377 of the Penal Code of Bangladesh, which criminalizes
same-sex relationships, alongside the Digital Security Act of 2018, which further limits freedom of
expression. LGBTIQ+ individuals endure discrimination, violence, and harassment, with minimal
assistance from law enforcement. Calls for legal reforms include repealing discriminatory laws,
protecting sexual assault victims regardless of gender identity, and integrating diverse sexualities in
education. Implementation of policy changes, like recognizing Hijra as a sex/gender, remains
insufficient, leaving LGBTIQ+ individuals encountering obstacles in employment, healthcare, and legal
assistance.
H. AUXILIARY INITIATIVES

We collaborate with Bangladeshi LGBTIQ+ activists residing abroad, to establish a
connection among Bangladeshi grassroots LGBTIQ+ activism with the global
LGBTIQ+ activism. Through this initiative, we leverage the expertise and resources of
activists abroad to channel essential support to the LGBTIQ+ community in
Bangladesh, strengthen advocacy efforts for LGBTIQ+ activism in Bangladesh.

We established temporary housing support settings to assist LGBTIQ+ individuals in
need. Notably, through our own capacities, we provided housing support to the
Adivasi LGBTIQ+ student enrolled in the MEA initiative since 2022, enabling them to
